At the provincial representation of Lai Chau, participants at the conference exchange thoughts The recent meeting at the provincial branch of Lai Chau saw the presence of Comrade Kieu Hai Nam, Director of the Department of Foreign Affairs, along with representatives from various departments and agencies such as the Provincial Police, Provincial Military Command, Foreign Affairs, Finance, Industry and Trade, Agriculture and Environment, Education and Training, Construction, Culture, Sports and Tourism, Health, Management Council of the Provincial Economic Zone, and the Provincial People’s Committee Office.
Taking place in a crucial context as the country implements socio-economic development solutions for the next five years and beyond, the conference allows delegates to discuss and contribute to improving international integration effectiveness. The rapidly changing global situation poses challenges to security, development, and international integration, providing an opportunity for delegates to propose strategies, tasks, and solutions for the future.
In the first quarter of 2026, high-level activities in foreign policy have been conducted by the Party, State, and Government, including visits, strategic dialogues, and defense talks with key partners and relevant countries. These activities have played a significant role in building political trust and enhancing cooperation in various fields.
Additionally, proactive and dynamic foreign policy activities have been carried out by ministries, sectors, and localities to expand development opportunities and attract external resources in the face of tough competition.
The Vietnam-led multilateral efforts affirm its active and responsible role in regional and international cooperation mechanisms such as ASEAN and the UN Human Rights Council. The country’s continued participation in international cooperation programs, including those supported by the European Union, highlights its commitment to global partnerships.
Bilateral relationships in science and technology have progressed positively, supporting the country’s strategic objectives. Enhanced cooperation with major partners like the United States, Russia, and Japan in areas such as energy, high technology, human resource training, semiconductors, and artificial intelligence signifies promising collaborations.
Cultural, social, tourism, and environmental cooperation efforts have yielded positive outcomes, strengthening people-to-people exchanges and establishing a foundation for sustainable partnerships.
Furthermore, inter-sectoral coordination mechanisms have been improved and function effectively, aligning with the government’s unified direction. Important forums focusing on areas like competitiveness, digital economy, development of society, and logistics have been organized, contributing to better policy planning and forecasting.
In terms of international commitments, ministries, sectors, and localities have signed around 25 cooperation agreements with partners such as Laos, Cambodia, Myanmar, Russia, Japan, and the European Union. Actively implemented projects in transportation infrastructure, energy, and logistics cooperation, for example, railway projects connecting Hai Phong and Ha Long regions, underscore the commitment to enhancing connectivity and development.
Negotiations on economic, trade, and investment cooperation continue with the United States, while cooperation with Japan in semiconductor research, development, and industry strengthens, offering more integration opportunities for Vietnam within the global value chain.
During the meeting, delegates focused on addressing difficulties and obstacles, proposing solutions to enhance cooperation with partners, approaches for national and international markets, and strategies to boost international integration amidst current challenges.
Wrapping up the gathering, Prime Minister Pham Minh Chinh emphasized the encouraging results achieved in foreign policy during the first quarter of 2026, contributing to maintaining a peaceful and stable environment conducive to national development. These positive outcomes are attributed to the contributions of Vietnamese representations abroad, ministries, sectors, and localities, particularly the most significant ones.
Building on this foundation, the Prime Minister called on ministries, sectors, and localities to focus on key areas in the upcoming period, including proactively monitoring the situation, maintaining and enhancing cooperation relations, revising and implementing appropriate policies, analyzing challenges, and improving the quality and efficiency of foreign policy and international integration to drive rapid and sustainable development in the future.
