The Committee for the Protection of Cultural Property in the Event of Armed Conflict is a governing body of the Second Protocol of 1999, composed of twelve States Parties to the Second Protocol of 1999 to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, elected in accordance with Article 24 of the Second Protocol by the Assembly of States Parties. The Committee is convened each year in regular session by the Director-General of UNESCO.
UNESCO will hold the 20th meeting of the Committee in person at the UNESCO Headquarters (Room XI) in Paris on 4 and 5 December 2025. This session will review the progress made in implementing activities since its last meeting held in December 2024. The main agenda items include: the Secretariat’s report on its activities, conducting ad hoc follow-up missions, reviewing requests and implementing international assistance, as well as evaluating new requests for the inscription of cultural property on the International List of Cultural Property under strengthened protection.
According to Article 8 of the Internal Regulations of the Committee, States Parties to the Second Protocol that are not members of the Committee, States non-Parties to the Second Protocol but High Contracting Parties to the Convention, as well as other member states of UNESCO or the United Nations may participate as observers, without the right to vote. Recognized professional organizations, such as those with official relations with UNESCO, may participate without the right to vote, if invited by the Director-General and subject to further confirmation by the Committee.
According to Decision 17 COM 4 of the Committee (UNESCO, 2022), the working languages of the meeting are English and French, with simultaneous interpretation available.
