Lets not let technology slow down the digital transformation of healthcare: Ministry of Health officials accelerate implementation schedule.

In the afternoon of March 30, at the headquarters of the Ministry of Health, Associate Professor, Doctor of Medicine Nguyen Tri Thuc, Vice Minister of Health, chaired a meeting to accelerate the implementation of digital transformation tasks in the healthcare sector.

Representatives and specialists from various departments, divisions, and offices of the ministry, as well as the National Health Information Center, were present at the meeting.

During the meeting, delegates reported on progress made, discussed and proposed the implementation of working groups as defined in Plan No. 02-KH/BCDTW, Resolution No. 214/NQ-CP, Project No. 06, and progress in the implementation of electronic medical records and electronic health books, in order to deepen the digital transformation of healthcare and bring practical benefits to individuals and organizations/units.

Information presented at the meeting indicated that units have finalized the technical specifications for 14 medical databases by 2026; restructured shared specialized databases, ensuring synchronous updates on the national public service portal; the system of technical regulations and national and specialized databases is gradually being improved to be “precise, comprehensive, clean, and active”; and the process of finalizing the “Procedure for approval of tasks and budget estimates for digital transformation activities using current state budget expenditures” is being expedited.

The database for interconnected prescriptions and completion of administrative procedures must be added to the National Public Services Portal to ensure it serves the national data strategy in accordance with Resolution No. 57-NQ/TW of December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

At the conclusion of the meeting, Vice Minister Nguyen Tri Thuc stated: “During the past period, the Ministry of Health has focused on establishing and improving institutions, developing digital infrastructure, and ensuring information security.”

Numerous strategic and long-term plans for digital transformation have been developed; the system of technical regulations and national and specialized databases is gradually being improved. Investments in digital infrastructure continue with a focus on modernization, with data centers meeting safety, security, and redundancy requirements; information security measures are being implemented in a coordinated manner.

“The tasks set for 2026 still require departments, divisions, offices of the ministry, and the National Center for Health to redouble their efforts and accelerate their actions, with the motto: ‘Technology should not be the cause of delays in the digital transformation process of the healthcare sector’,” Vice Minister Nguyen Tri Thuc declared.

At the same time, the Vice Minister asked units to focus on coordination, consensus, and unity, strictly adhering to the tasks set out in Plan No. 02-KH/BCDTW, Resolution No. 214/NQ-CP, and Project No. 06, and to deepen research on the content of Decision No. 11/2026/QD-TTg of March 28, 2026, promulgating the list of national databases, ensuring a rigorous approach from idea generation, planning, option selection to implementation.

Unit leaders must clearly assign responsibilities and tasks, ensuring rigorous implementation in accordance with legal regulations, transparency, and a scientific approach.

At the same time, Vice Minister Nguyen Tri Thuc asked the National Health Information Center to implement more rigorous solutions regarding the design of technological infrastructures and revision of data connection software after the restructuring of various ministries and offices; the Ministry of Science, Technology, and Training should encourage, supervise, and expedite the establishment of electronic medical records, formulate recommendations for a monitoring and inspection plan in this area, and review and complement Circular 54/2017/TT-BYT on the criteria for the application of information technologies in medical examination and treatment establishments, thereby contributing to the completion of the healthcare data ecosystem and strengthening connection and sharing with other national databases.
