During the meeting, the report indicated that the development of strategic technologies and the scientific and technological ecosystem has seen many positive changes. These technologies are constantly reviewed and improved. Some achievements mentioned include the inauguration of the Vietnamese Space Center and the groundbreaking for Vietnam’s first semiconductor manufacturing plant; some companies now master up to 65% of key technologies in areas like AI cameras, 5G, and drones.
In the first quarter of 2026, the number of digital technology companies has significantly increased, with an additional 1,394 companies; exports of digital technology products are expected to exceed $45 billion, a 32.2% increase over the previous period.
Prime Minister Pham Minh Chinh delivered a keynote speech at the meeting.
Concluding the meeting, while acknowledging progress made, Prime Minister Pham Minh Chinh also candidly highlighted the low level of awareness and the slow implementation pace. He emphasized the need to focus on organizing and implementing the Strategic Technology Development Program; reviewing and adjusting the functions, tasks, organizational structure, and powers of ministries and sectors in terms of science, technology, innovation, and digital transformation; as well as improving preferential policies to attract major technological companies and develop strategic technological products such as semiconductors and AI to contribute to strategic technology development.
“The development of strategic technologies must be guided by the principle of keeping pace, advancing together, and surpassing others, while facing practical challenges and achieving Vietnam’s political goals,” stressed the Prime Minister.
Regarding specific tasks, the Prime Minister tasked the Ministry of Science and Technology with leading and coordinating with other ministries, sectors, and agencies to develop projects related to infrastructure development for atomic energy applications, low-energy economic zones, and quantum industry; and delegated the Ministry of Education and Training to urgently guide the implementation of the tripartite cooperation model, clarifying roles, responsibilities, and coordination mechanisms of the parties involved.
The Prime Minister also called for a focus on building and improving important national databases such as land, civil servants, social security, health, education, and training; and on verifying and cleaning up the population national database data.
The Ministry of Justice, in conjunction with other ministries and agencies, will reduce administrative procedure processing time and administrative compliance costs by 50%, continue to reduce sectors subject to conditions by 30% and unnecessary commercial conditions by 100%.
To ensure cybersecurity and data security and promote the development of high-quality human resources, the Prime Minister called for the synchronized implementation of solutions to ensure cybersecurity and data security, protect national sovereignty in cyberspace by preventing and combating disinformation, malicious content, and cyberattacks, accelerate resolution of persistent issues such as faulty SIM cards and illegitimate ownerless accounts, eradicate fraudulent tools and cyberattacks at the source, and resolutely combat and punish illegal buying and selling of personal data.
