Located at the southern gateway of Hanoi, Dai Thanh is a suburban area that embodies the typical characteristics of a region undergoing rapid urbanization, with a significant population, substantial migration, and a mix of traditional village spaces and new urban areas.

This diverse mix gives the Qing dynasty its dynamism and vitality, but also presents numerous challenges in terms of security, public order, environment, traffic, and urban planning. Faced with the increasing complexity of daily issues, the need for a modern and efficient management method is more pressing than ever.
In this context, Dai Thanh commune has built an intelligent operations center as a “digital brain,” helping local authorities to understand the situation in real time and enhance their leadership and management capabilities.
Launched in January 2026, the artificial intelligence-equipped camera system now covers the main roads of the commune with 198 surveillance cameras. These cameras, deployed on major roads, residential areas, school entrances, health centers, cultural centers, historical sites, and high-density population areas, operate continuously. They can recognize faces and license plates, analyze behaviors, and automatically alert in case of violations in various areas such as environment, traffic, food safety, public order, and security, transmitting information directly to the competent services and organizations of the commune.
This system is not just a law enforcement tool, but it also paves the way for a new approach: technology-driven management, early prevention, and remote control.
According to reporters, the most notable effect of these “all-seeing eyes” in rural areas is not measured by the number of cameras or cases handled, but rather by the positive evolution of the population’s awareness.
Mr. Nguyen Van Hoa from Huu Le village stated: “Previously, the problem of illegal dumping of waste persisted, and some even took advantage of the night to throw their garbage anywhere. However, since the installation of the camera system, the population has become aware of the risks. Everyone knows that their actions may be filmed and therefore respects the regulations more.”
Beyond environmental protection, the camera system also contributes to regulating traffic. The section of Phan Trong Tue road, which crosses the Dai Thanh district and was previously a traffic congestion hotspot, has seen significant improvement. Illegal parking, encroachments on the road, and dangerous overtaking have significantly decreased. Users not only respect the traffic code, but also remind each other, aware that any violation can be recorded.
When technology contributes to building a civilized way of life.
According to authorities, since the launch of the artificial intelligence camera system, numerous public order, environmental sanitation, and road safety violations have been quickly detected and addressed. This early warning system helps prevent infractions as they appear, instead of intervening only after the fact.

The deployment of the artificial intelligence camera system is a significant step in establishing a “smart village” model in Dai Thanh. The application of technology in management and operation not only improves efficiency but also lays the foundation for sustainable development.
According to Nguyen Van Hung, deputy secretary of the Party Committee and chairman of the People’s Committee of Dai Thanh commune: the Intelligent Operations Center is an essential tool that helps the Party Committee and the communal government to quickly grasp the situation remotely; provide quick and precise advice; conduct regular inspections; and constantly monitor and efficiently address the five “bottlenecks” affecting the lives of the region’s inhabitants.
“This center does not replace the role of humans, but it helps leaders and officials make decisions based on real data, real images, and real-time,” emphasized Mr. Nguyen Van Hung.
The chairman of the People’s Committee of Dai Thanh commune, Nguyen Van Hung, stated: “This system is not a surveillance tool, but a direct service tool for the administration and management of the commune. Each alert issued by the system constitutes an action order; therefore, it must involve a person responsible for receiving it, another for processing it, a processing deadline, and precise results to expect.”
From these tiny cameras comes a larger story: one of a transformation of mentalities, behaviors, and the way of life of a community. In the current development of Daqing, these “all-seeing eyes” not only enable the government to manage more effectively but also contribute to developing civic awareness and building a civilized, safe, and trustworthy living environment.
