Strengthening food safety measures in educational establishments.

Recently, authorities have detected and addressed several cases of large-scale collection, transportation, slaughter and consumption of contaminated pig products intended for sale, including the supply of contaminated pork to school canteens in certain establishments. Furthermore, several cases of food poisoning have been recorded in schools in different localities, affecting the physical and mental health of students.

In order to improve hygiene and food safety when organizing meals in educational establishments, the Ministry of Education and Training asks the Directorates of Education and Training, higher education establishments and Vocational educational institutions to strengthen their management and coordinate closely with the Ministry of Health and other relevant local agencies to review and monitor the implementation of contracts for the supply of food and meals in educational institutions, ensuring that suppliers of food and meals comply with and satisfy fully complies with food safety requirements stipulated by law.

If violations are found, the contract must be terminated and local authorities must cooperate to handle the matter in accordance with the regulations. Schools must publicly disclose the identity of their meal providers so that students’ families and the community can monitor their practices.

Furthermore, it is essential to clearly define the roles and responsibilities of those responsible for educational institutions, organizations and individuals involved in ensuring food safety at all stages, from the importation of food ingredients to preliminary processing, preparation, distribution, storage and transportation of food, as well as the responsibility for providing relevant information for food traceability.

The Ministry of Education and Training requests all educational establishments to strictly comply with the Food Safety Law, its implementing rules, Joint Circular No. 08/2008/TTLT-BYT-BGDÄ T of July 8, 2008 of Ministry of Health and the Ministry of Education and Training relating to hygiene and food safety measures in educational establishments, to Joint Circular No. 13/2016/TTLT-BYT-BGDÄ T of May 12, 2016 of Ministry of Health and the Ministry of Education and Training relating to school health measures, and to Circular No. 33/2021/TT-BYT of December 31, 2021 of the Ministry of Health relating to school health measures in higher and professional education establishments.

Schools are intensifying their efforts to raise awareness among students, teachers, administrative staff and school cafeteria employees about good healthy eating practices. Emphasis is placed on personal hygiene to prevent food contamination and foodborne illness. Stringent school hygiene measures are implemented to prevent and control infectious diseases, and to proactively manage and prevent the spread of epidemics within schools.

Strengthen inter-institutional coordination in education and health inspections, and mobilize the participation of parents’ associations and school youth unions in monitoring hygiene, food safety and the quality of school meals in order to quickly detect and correct infractions in educational establishments. At the same time, scrupulously adhere to the prescribed periodic reporting system and submit timely reports in case of food safety incidents in educational establishments under their jurisdiction.
