At the opening of this hearing, it is indicated that the agreement with the Region is being finalized and the GTs were fruitful according to the Secretary General (SG) who is optimistic for future opportunities.
Practically 60 FTEs are earmarked for the teaching of Occitan in the 2nd degree of the academy. The Rectorate ensures a balance with other systems with designated resources (example: adapted classes). The autonomy of establishments must also be sought, and the budgetary context must also be taken into account.

1is degré : concerns in the Lot department (46) where the policy does not appear as proactive as hoped. Concerns also concern Pinsaguel (31) and Gramat (46) where optimistic information had nevertheless been provided in CAEOC. The L’Isle/Tarn site has, however, been preserved with the intervention of the IEN: when the State gets involved, the routes are more easily secured.

IA-IPRÂ : The CPD 46 position is currently filled. In Gramat (46) a unilingual post is closing and the impact in terms of staff numbers has been studied by the local authorities. Reorganization appears possible and possible on site.
The situation in Pinsaguel (31) is still in the development plan. The town hall has given guarantees for reception, the departmental school map is currently being studied and will decide on an implementation if the enrollment forecasts are sufficient.

The St Girons site (09) should open at the start of the 2026 school year, just like that of Cadours (31).

2nd degré : option hours are often insufficient, the request for full dedicated hours is formulated to secure teaching. The situations of the colleges of Cransac (12), Cintegabelle (31) and Lavaur (81) are given as examples. The Ingres college in Montauban (82) is also mentioned.

Some positive initiatives should also be highlighted, such as at the St Orens high school (31) where widespread awareness in 2nde is driven. These initiatives must be extended because the options are in fierce competition. The IPR is in favor of this when the teachers on site are on duty. The SE-Unsa is asking for at least HSE for colleagues who would get started!

The DNB reform which reduces the options (and therefore the results obtained in Occitan) also affects our LVR head-on.

For the SG, the Lot is a department where things happen and sometimes, it is the local teams who do not want a bilingual section to open.
The establishments are masters of their choices regarding the use of margins.
At the Ingres college in Montauban (82), 4 hours are given (1 hour / level).
In Cintegabelle (31) the request to open an option was made late by parents of students outside of academic procedures but would concern fewer than 5 students. The late appearance of the request prevents its study.

When the academic endowment is diverted by establishments to finance something else, the IA-IPR asks to be informed to see how the situation can be resolved.

The creation of departmental ZRs could also be progress in terms of HR and would reassure staff. The administration takes note, ensuring the special consideration given to each assignment.

The passage of cycles and levels are also the target of a significant evaporation of staff which we must look into. The IA-IPR itself evokes the situation of double sector high schools which do not facilitate the management of students.
