11 new schools as part of a 1.9 billion recovery plan

Luxembourg has unveiled a new sector plan for secondary education for 2050 and is continuing the implementation of 17 construction and expansion projects to meet immediate capacity needs, 11 new schools as part of a 1.9 billion recovery planClaude Meisch (DP), Minister of Education, Children and Youth, and Yuriko BackesYuriko Backes (DP), Minister of Mobility and Public Works, addressed parliamentarians on Tuesday April 14 during a meeting of the joint parliamentary committee.

This initiative, jointly announced by the Ministry of Education, Children and Youth, the Ministry of Mobility and Public Works and the Ministry of Housing and Regional Planning, aims to increase the reception capacity of educational establishments across the country, as population growth puts increasing pressure on the secondary education system. The ministers argued that these measures are part of the 2023-2028 government program, which places educational infrastructure among national priorities.

Objective 2050

The new “high school” sector plan will be based on Statec demographic projections and aims to anticipate the evolution of the school population until 2050. The government indicated that the objective was both to increase reception capacities in secondary education and to guarantee students from all regions access to a diversified educational offer without having to make long journeys.

This planning exercise also aims to improve mobility links by adapting the location of educational establishments to existing transport networks and encouraging more sustainable transport solutions. It will also make it possible to reserve land in advance, in collaboration with the municipalities concerned, in order to guarantee the feasibility of future projects.

Mr Meisch explained that the phase of identifying potential sites had already started and would be followed by environmental impact studies. Once this work is completed, the official procedure relating to the sectoral plan can begin. Its entry into force is scheduled for 2028.

Eleven new schools across the country

Following a consultation phase carried out with Statec, the government has identified the regions where school provision will need to be strengthened. On this basis, 11 new secondary education establishments are planned nationally in order to avoid a shortage of places.

The government presented this distribution as a balanced approach to regional provision, taking into account both demographic growth forecasts and the objective of more equitable access to education.

1.9 billion euros to support the economy in the short and medium term

In parallel with the long-term sectoral plan, the government has developed an acceleration plan covering 17 short- and medium-term infrastructure projects. These projects aim to respond to immediate capacity constraints in secondary education and will be piloted jointly by the Ministry of Education and the Ministry of Mobility and Public Works.

In the short term, temporary modular structures will be installed on several existing sites in order to quickly increase the number of places available. In the medium term, the construction of new buildings and the creation of extensions should make it possible to sustainably increase reception capacities and strengthen the educational offer at the regional level.

The ministries indicated that these 17 projects represent an investment of 1.9 billion euros. More generally, the total estimated cost of all current projects, including those of the acceleration plan and covering approximately 500,000m² of new spaces, amounts to approximately 3.1 billion euros, although the cost of projects still at the programming stage has not yet been defined.

The government added that several projects would use alternative financing and implementation methods, in line with the coalition agreement.
