Despite this decree, the socialist majority maintained its position during the municipal council of March 23, once again refusing the appointment of Bruno Scala.

A majority that defends itself

On the side of the municipal college, we are putting forward another reading. The authorities recall that the CAT group had left the session of December 15 and that it was up to it to propose a candidate capable of gathering a majority. At this stage, no alternative would have emerged, which the college regrets, calling for internal tensions to be overcome.

In the background, the tense relations between the mayor Mourad Sahli and Bruno Scala, former member of the PS, seem to weigh on the file. Please note that the Ruche Chapalloise is chaired by the mayor, while the ASBL Symbiose is managed by his wife.

The threat of coercive guardianship

Faced with this persistent blockage, the minister no longer hides his annoyance. It does not exclude the use of restrictive measures if the situation persists.

“If the blockage persists, mechanisms are provided for by the Code, particularly in terms of coercive guardianship“, he warned. Before insisting: guardianship decisions”must be respected and produce their effects“.

Concretely, the Region could go so far as to appoint a special commissioner. Its mission would be to temporarily replace the failing local authorities in order to make the necessary decisions.

Failing this, the Government will take its responsibilities to guarantee the proper functioning of municipal institutions and respect for political representation in the interest of citizens.“, concludes the minister.
