Participants attend the provincial branch meeting in Lai Chau

Present at the meeting of the provincial branch of Lai Chau were comrade Kieu Hai Nam, Director of the Department of Foreign Affairs; representatives of the leaders of the following departments and agencies: Provincial Police; Provincial Military Command; Foreign Affairs; Finance; Industry and Trade; Agriculture and Environment; Education and Training; Construction; Culture, Sports and Tourism; Health; Provincial Economic Zone Management Council; Provincial People’s Committee Office.

The conference is particularly important as our country is implementing solutions for socio-economic development for the next five years and beyond. The global situation is evolving rapidly and complex, posing many challenges to security, development, and the international integration process of each nation, including Vietnam. In this context, the conference provides delegates with the opportunity to exchange, discuss, and contribute to improving the effectiveness of international integration, and to propose directions, tasks, and solutions for implementation in the coming period.

In the first quarter of 2026, the Party, State, and Government have conducted many high-level and important activities related to foreign policy, including visits, contacts, strategic dialogues, and defense dialogues with major partners and concerned countries. These activities have played a particularly important role in consolidating political trust and promoting concrete cooperation in many areas.

Additionally, ministries, sectors, and localities have proactively and actively implemented foreign policy activities, expanding the development space and attracting external resources for socio-economic development in an increasingly fierce competitive context.

View of the conference from different locations.

At the multilateral level, Vietnam continues to affirm its active and responsible role in regional and international cooperation mechanisms such as ASEAN and the United Nations Human Rights Council, as well as participation in international cooperation activities in various fields, including programs supported by the European Union.

Foreign relations in the fields of science and technology continue to develop positively, contributing to the realization of the country’s strategic objectives. Vietnam has strengthened its cooperation with major partners such as the United States, Russia, and Japan in sectors such as energy, high technology, training of highly skilled human resources, semiconductors, and artificial intelligence.

At the same time, cooperation in the fields of culture, social affairs, tourism, and the environment has also yielded many positive results, contributing to enhancing people-to-people exchanges and consolidating the foundations of a sustainable partnership.

In terms of coordination, inter-sectoral mechanisms continue to be improved and operate effectively, in line with the government’s unified direction. Many important forums, such as the National Forum on Competitiveness, the Digital Economy and Society Development Forum, the Logistics Forum, etc., have been organized, contributing to improving the quality of policy advice, forecasts, and planning.

Regarding the signing and implementation of international commitments, in the first quarter of 2026, ministries, sectors, and localities signed approximately 25 cooperation agreements with partners such as Laos, Cambodia, Myanmar, Russia, Japan, and the European Union. Many projects have been actively implemented, especially in the areas of transportation infrastructure, energy, and logistics.

With the United States, both parties continue negotiations on economic, trade, and investment cooperation. With Japan, cooperation in research, development, and semiconductor industry continues to strengthen, offering Vietnam many opportunities to integrate more fully into the global value chain.

During the meeting, delegates focused on several challenges and obstacles, proposing solutions to promote cooperation with partners, approaches to national and international markets, and to stimulate international integration in the current situation.

Prime Minister Pham Minh Chinh concluded the meeting.

In conclusion, Prime Minister Pham Minh Chinh emphasized that in the first quarter of 2026, foreign policy has continued to yield encouraging results, contributing to maintaining a peaceful and stable environment conducive to national development. These results are largely due to the contribution of Vietnamese representations abroad, ministries, sectors, and localities, especially the most important ones.

Based on this, the Prime Minister called on ministries, sectors, and localities to focus on several key areas in the coming period, including: proactive monitoring of the situation; maintaining and strengthening good cooperative relations between Vietnam and other countries and international partners; revising, adjusting, and implementing appropriate policies in the new situation, ensuring flexible and effective adaptation; proactive forecasting and analysis of the situation, turning challenges into opportunities; and continuous improvement of the quality and effectiveness of foreign policy and international integration, so that it becomes a true driver of rapid and sustainable development in the country in the coming period.
