Understanding and innovating in thinking, awareness and actions regarding foreign affairs and international integration in the current context.

Also present were Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs, and Bui Thanh Son, Vice Premier Minister and Vice Chairman of the Standing Committee of the Steering Committee. The meeting was broadcast live to the People’s Committees of provinces and cities nationwide, as well as Vietnamese embassies and representations abroad.

Speaking at the meeting, Prime Minister Pham Minh Chinh urged ministers, sectors, local authorities, agencies, and units to be proactive and optimistic, not to wait or rely on others, not to hesitate or be confused, not to be negligent or complacent, and not to let their guard down; to proactively grasp the situation and not be caught off guard strategically; to maintain good cooperative relations between Vietnam and other countries; and to adapt and proactively implement foreign policy and international integration policies to the situation.

Adapting proactively to complex, rapid, and timely developments. Reverse the situation, transform the status quo; turn the crisis into an opportunity and risk into a competitive advantage.

The Prime Minister emphasized that this situation also presents an opportunity to restructure the economy, transition to a green and energy-efficient economy, and restructure markets and products. The more challenging the situation, the more we must double our efforts; it is also an opportunity for the country to strengthen itself.

In this spirit, the Prime Minister called for the effective implementation of the principle of ‘three creations’: international solidarity must generate strength; the willingness to share, exchange, and address issues with partners; and the defense of multilateralism. Cooperation should create resources and material wealth. Consultations, meetings, and participation in forums are necessary to strengthen and consolidate mutual trust.

Regarding the future, the Prime Minister stressed that the primary goal should be double-digit growth. If the entire country aspires to such growth, every ministry, sector, local authority, business, and agency, including Vietnamese embassies abroad, must also contribute. The ambition is to embed international integration in a global context and link it to the rapid and sustainable development of the country to achieve two strategic goals for the next hundred years.

Regarding solutions, the Prime Minister emphasized the need for in-depth and innovative reflection, both in thought and action, on foreign policy and international integration in the current context. He emphasized the importance of turning challenges into opportunities and strengths. Foreign policy and international integration, in this new era, must: create a favorable environment for the country’s growth; play a constructive and driving role, opening up new prospects for national development and directly contributing to the goal of double-digit growth; and actively participate in strengthening the country’s position and prestige on the world political stage, in the global economy, and within human civilization.

Improving the quality of economic integration to promote the development of strategic sectors; strengthening economic diplomacy; diversifying markets, supply chains, and products; reducing dependence on a small number of markets, partners, and low-value-added stages. Increase the attractiveness of quality foreign investments, high-tech, and high-value-added technological investments; prioritize projects with potential for technology transfer and integration of national enterprises into global production chains.

Promoting deep, substantive, and effective international political integration is essential for strengthening political trust with partners, while actively contributing to key regional and international multilateral forums and mechanisms. An absolute priority is to build strong relations with neighboring countries and Southeast Asian nations; concurrently, it is necessary to develop balanced and harmonious relations with major powers, make significant changes in relations with important partners and traditional allies, and contribute to expanding the country’s strategic influence.

Promoting international integration in the fields of science and technology, innovation, digital transformation, ecological transition, circular economy, and knowledge economy; resolutely transitioning from passive technology reception to proactive cooperation to access new technologies, gradually master them, and create them, making science and technology, innovation, and digital transformation important pillars of relations with influential partners.

Actively and comprehensively implement international integration in the fields of culture, society, tourism, environment, health, education, and training, as well as in other sectors. Give priority to the human factor; human resource training is fundamental, as only qualified individuals can lead, transfer, and market technologies. Strengthen international cooperation in education and human resource training.

Actively promote the signing and effective concrete implementation of international commitments and agreements. Strengthen diplomacy in the fields of energy, high technologies, and industries requiring development, by prioritizing coherence between words and actions. Intensify negotiations and sign new free trade agreements with GCC countries, Pakistan, Mercosur, etc. Maintain a balance and strengthen relations with all countries in priority and key areas; improve connectivity in railway, energy, high-tech sectors, etc.

It is essential to focus on overall improving the quality of personnel in ministries and agencies working in the field of foreign affairs and international integration, ensuring that they possess both solid political expertise and advanced professional skills. It is also essential to effectively implement Resolution No. 250/2025/QH15 of the National Assembly to fully apply Resolution No. 59 of the Politburo on international integration.

The Prime Minister emphasized the importance of being proactive, creative, innovative, adaptable, and efficacious in responding to circumstances. In terms of foreign policy and international integration, the ultimate goal is to build a strong and prosperous nation by improving the material and spiritual living conditions of its population.

The Prime Minister hopes and believes that ministries, sectors, local authorities, and members of the Steering Committee will continue to uphold the following spirit: “What is said must be done, what is promised must be implemented, what is done must be effective”; “The Party has provided guidance, the Government has approved, the National Assembly has agreed, the people have supported, and the Homeland is waiting, so let us focus on action, not retreat”; “Let us work together to overcome challenges and turn danger into opportunity.”
