The 248th regional session of the IHEDN in Bourgogne-Franche-Comté opened on Tuesday, March 17th at the Prefecture of Territoire de Belfort during a solemn inaugural day.
With the theme of significant contemporary strategic challenges, this first week immediately laid the foundations for demanding and collective reflection. Auditors were able to combine field discoveries, analytical contributions, and initial exchanges.
The visits provided a particularly rich overview of the operational and industrial realities of the region. Within the Luxeuil Air Base 116, everyone was able to gain insight: understand the missions of the Air and Space Army, grasp the constraints, and understand, in their concrete density, the requirements of air defense within a base undergoing transformation. This immersion continued at the 35th infantry regiment and at Alstom, where the commitment of the forces and the vitality of the strategic regional industrial fabric were on display in different but complementary registers.
The conferences structured the reflection around essential points for continuing education: an overview of the region offered by INSEE, insights on the Military Programming Law and the armed forces budget, as well as a roundtable dedicated to subcontracting in the defense industry.
This initial sequence allowed auditors to discover themselves, sketch out initial connections, and start working in committees, setting the stage for a dynamic that will strengthen in the coming weeks.
They will meet again in Besançon for a demanding week of internment, where the 46 auditors will fully immerse themselves in the environment of our armed forces.
